As such the approach has increased investors confidence as they have more certainty on the timing and the amount of the dividend they will receive in the near future.Constant Dividend Policy gives out a certain percentage of the companys earning every year and as such the company is able to protect itself from the fluctuations experienced in the market since it offers only a certain percentage of its profits to be pai d out to the shareholders. The amount paid out to the investors largely depends on the amount of the profits the company has made and as such, if the earning are high, shareholders gets a larger dividend; and when the profits are very small, investors may not even receive any dividend(Sewell, 2011)..Residual Dividend Policy as the name goes is a policy in which the enterprise pay out or offers to give to its shareholders what is left after it pays for its expenses but this approach is the most volatile of all approaches but it makes more sense in terms of business operations. In this hypothesis, there is no way any firm can make or earn excess profits more than the market overall by utilizing the available information and it also postulates that profiting from predicting price movement is very difficult and unlikely. According to Karim (2010), any market is efficient if only the prices adjust quickly and without bias to new information and as such the current prices of securities reflect all the available information at any given point of any firm in the industry. Efficient market exists solely due to intense competition among investors to profit from any new information but rarely would any investor make any profit as security prices swiftly adjusts even before an investor has time to trade on and make any profit (Karim, 2010). Therefore, in any stock market there exists no room for any player to f ool any investor and as a result, all investments in the efficient market are priced well and as such any investor gets what he pays for.But fair pricing does not account for all securities to perform similarly, according to capital markets theory, the expected return from a security is primarily a function of its risk. Furthermore, the price of the security reflects the present value of its expected future cash flows which are largely influenced by many factors such as volatility, liquidity and risk of bankruptcy among other factors (Ravenscraft Scherer, 2011). There are three assumptions which have acted as pillars for this efficiency; investors are assumed to be rational, the second speculates that if they are not rational, their random transactions will cancel each other out and the finally, all arbitrage opportunities will be used entirely.There are three different types on efficient market hypothesis and their general difference can be attributed to the term all available inf ormation  and they include:Weak form efficiency which relies more on historical information to assess the stock prices and as such, an investor cannot obtain or gain from an investment which relies more on such information. The soup trickles to the feet of the passing Claggart, who makes an light hearted remark about the spill. The rest of the men laugh, and Billy thinks that this is proof of Claggarts approval of him. But Claggart is actually quite offended by the accident, and feels that this is Billys way of not respecting him . He sees this as proof of Billys hostility, and for this he makes Billy work harder. One night, an anonymous figure wakes Billy from his sleep on the upper deck and asks him to meet in a remote part of the ship. Confused, Billy agrees. At the strange meeting place, Billy becomes puzzled when the unidentified man flashes two gold coins in front of his face in exchange for a promise of cooperation. Billy recognizes that something is not right, and he raises his voice and threatens the man. The man quickly goes into the darkness, and Billy finds himself confronted with two curious sailors. Unsure of how to explain the situation, Billy explains that he simply happened upon a fellow sailor who was in the wrong part of the ship, and chased the man back to his proper station. Later on, after a short battle with an enemy ship, Claggart approaches Captain Vere with news of mutiny and names Billy Budd as the ringleader. Vere calls Billy to his cabin and tells Claggart to repeat his last statement. Billy is speechless. Vere tells Billy to defend himself, but then notices Billys tendency to stutter and backs off. Left with nothing else to do Billy punches Claggart in the forehead. Billy hit Claggart hard enough to knock him unconscious, and he lies bleeding from the nose and ears as Billy and Vere try to revive him. Once they stop, Vere dismisses Billy until further notice. The ships doctor pronounces Claggart dead. Captain Vere calls a group of his senior officers to the cabin. In a quick move, Vere calls a court consisting of the captain of the marines, the first lieutenant, and the sailing master. Vere, being the main witness, gives a testimony of the events to the jury. Billy remains quite during the questioning, he admits to punching Claggard but denies any thought of mutiny. The court dismisses Billy. They discuss the case, and when they seem to be unable to make a decision, Vere steps forward to declare his conviction that consciences. He ends his speech to the jury by insisting that they abide with military law.
